Hi,

What's the difference in meaning between these two sentences, seperately?

1. (I'm) Happy to see you.

(I'm) Happy seeing you.

2. Luke is to blame because the other guy has nothing to do with it.

Luke needs blaming because the other guy has nothing to do with it.

Thanks in advance..

1. (I'm) Happy to see you.

(I'm) Happy seeing you.

Both are acceptable and widely used. They will generally be used with an adverbial however. A Doctor may say this to you to let you know you are welcome to book another appointment.

I'm happy to see/seeing you sometime next week if the pain gets worse.
