Good question. Mr Holder needs to be further up the sentence: he wasn't leading the gerrymandering. Under the administration of President Obama, he was the first African American to hold the position of U.S. Attorney General. I think we can safely say that the initiative, led by Eric Holder, seeks to reverse the Republican gerrymandering
