Could anyone please explain the parts in bold here with examples?

This is a misuse of "argue". You can't argue a person. The writer has been hanging around the Middle East too long and forgot his English. He meant something like "Refute him on the merits of his case." In other words, make him give his reasons for his position and attack those reasons.
