Could you please help me?
Are these sentences correct?
  1. Whose book is this? This book is Tom's.
  2. Whose is this book? This is Tom's.
  3. Who is that man? This is a brother of Nadia. (she has only one brother)
  4. Who is that man? This is a brother of Nadia's. (she has more than one brother)

is correct...

Is this legal? As far as I know, "Whose" is always by noun, not verb, i.e. Whose car is this? Who is he? "Who" is followed by verb, or aux. verb.

"He's a friend of me" is incorrect.
"He's a friend of mine" is correct (whether you have one or 500 friends!)
"Who is that man? He's my friend." is my preference.

It's incorrect; it has to be the genitive He's a friend of mine. (not me)

I think you're wrongly associating me and mine with the number of friends you have. Me, (even if it were correct) doesn't indicate how
