0I understand it to mean, in a slightly euphemistic way, something like "using his power sweepingly or indiscriminately". Not quite as strong as "abuse". I think the judge is saying that provided the president has the constitutional power (to do whatever it is), it's not the court's concern to investigate how he uses that power.0-
