General grammer questions

Hello everyone!
I have some questions. Can anybody help me to understand please?
Questions might be easy, but I am learning the grammer for language testing, so I will be really glad, if you answer in detail.

1)____challenging it may sound, one day human will probably explore and study many distant galaxies thanks to technological advances.
a) neverthless b) hovewer c)so c) no matter e) thus

Answer is hovewer. But my grammer book says that neverthless, nonetheless, hovewer have same meaning. Is there any specific punctuation for them to distinguish?

2)It was Edmund Halley who three centruies ago found a way___ the distance to the Sun and to the planet Venus.
a) by measuring b) measure c) measured d) to measure e) measuring

Answer is to measure. But why it is not measuring as gerund?

3)Lord Byron and Walter Scott achieved enormous fame and influence throught Europe with works___ the violence and drama of their exotic and historical settings.
a) have exploited b) were exploited c) exploting d) exploited e) being exploited

Answer is exploiting. Is this reduction of relative clause in past tense ? (which exploited)--->exploiting
