Geard to builiding value

I am unsure about the right wording. Is it correct to use both STRONG AFFILIATIONS GEARED TO BUILDING VALUE and GEARED TO BUILD VALUE.

would it be better to say GEARED TOWARDS BUILDING VALUE.

and why? Please help me!

Druthers differ on this. Some other verbs exhibit the same fuzziness.
