GEAR DOWN and FAST AND LOW

Hi, I would like someone explain to me these expressions I have fiound reading Miles Davis's Autobiography:

'So I GEAR DOWN and the car is moving at fifty-five miles an hour ... The car is moving so FAST AND LOW it's just whistling.'
