In an article about a church's history: "The building has provided as home for our congregation throughout these 125 years because ensuing generations have faithfully continued to accept the responsibility of maintaining the gift that the original builders gave (have given) to us."

I think either could be justified. Yes, they gave you the gift at one time in the past, but it remains as a gift, so I think have given is justified.
