Gas reserves / Gas reserve

Hi teachers,

Why "gas reserves" is used in stead of "gas reserve" when "make it into" seems incongruous with it in this sentenc?. Thanks.

The then President Vladimir Putin vowed to use the country's vast gas reserves to make it into an "energy superpower."

Sometimes I read 'then-President...'.(hyphen). Often I read 'then President'. Technically, which is correct?
