The dictionary says "a man who is dapper is nicely dressed, has a neat appearance, and is usually small or thin". Does that mean if a man is tall and has a muscular build, the word would be less appropriate? Is it a common compliment?

Is it a common compliment? I wouldn't call it common in today's English. When it is said, it is usually in a somewhat jocular manner.
