Does the fuzzy-chested mean having hair on the chest? Does it necessarily mean the man was shirtless when he entered the room?

(interviewer talking about how the interview went with one of the bad-tempered heroes)

We'd been sitting there for almost two hours when the fuzzy-chested hero came into the room. It was clear that he had just woken up.
