Future time and by now

i.e. He will have finished his assignment by now.
Can this sentence make sense?
I don't see why the present expression 'by now' occrurs in the future time.
Or else native speakers take 'by now' to be deictic expression so that it refers to not the real time but the pre-organized some time in the future?

'I expect he has finished his assignment at this time.'

'We can assume he has finished . . .by now.'

It is always wondering that the perfect tense exists in English because there is no concept of perfect tense in my language. Anyway I am thankful for your solution.
