Future in past tense

This is from an American Drama, Modern Family 404.

Manny : Train wreck.
Luke : There's no way he ran this past Mitchell.

The situation is the new teacher is not doing well at his first day on class.
The situation literally became a disaster.
So, what Luke is saying is "The teacher is not going to tell this to MItchell"?
Then, the future is expressed in past tense?
