What the difference between?

Either verb tense is okay, but you need better connectors within the sentences: ...very dark, so it is going/will be...

Neither version sounds natural to common ears from a semantic perspective. If two people are talking about the cloudy weather and I look up to the sky, I would say something relative to this:
