Funtion of that in the following sentence

Computers are becoming faster, more powerful, and reliable, and so too are modems, the devices that allow two or more computers to share information over regular telephone lines.

Can you please let me know the function of that in the above sentence.(relative clause, pronoun etc also let me know the reason for the same).
