Can one use:

instead of:
2) Drying your feet will help prevent fungi developing on toes.

‘fungi on toes’ = a condition
‘fungi developing on toes’ = an ongoing activity
before the activity, use ‘from’
(Overall, I don’t think it is a correction—just an alternative.)
