Fund drive / opts

I'm not familiar with drive, here, what it means? and also what means opts? thanks

Jack visits RayFund website and goes straight to Individual Donation section to donate towards the disease. However, there is no active fund drive for the disease. He then opts to create a new fund drive to source for funds from other donors towards the disease.
