Functional with "law"

Hi

Are these lines natural English? Any suggestions please?

One set of laws does the prevail the whole world. Some laws are functional in some countries and some in others.

I can't understand the ideas. I think for the first sentence, you mean "One set of laws prevails over the whole world."

I don't understand the second sentence. "Some laws are functional in some countries and (You lose me here).

Additionally, I don't know what "functional" means in this context.
