Functional meaning of 'was founded'.

Please could anyone explain this to me and why they came to their conclusion in this sentence. 'The school was founded in 2002'. i am drawn to 'a completed action at a specified time in the past' but cannot for the love of money convince myself that founded is a completed action in such as its just been started. Example, the club was founded in 1995 and goes from strength to strength.

Any suggestions

I don't understand your confusion unless it is about vocabulary. 'Found' = establish, inaugurate, launch. This point action was completed in 2002.

Anonymous'The school was founded in 2002'.
The school submitted the required legal documents and was approved as a school.
Usually "founding" is that point in time when the business or institution is recognized as such.
