Function of the word "upwards" as an adverb

In this sentence, "Nearly half of job seekers want a monthly salary of $850 upwards", does the word "upwards" modify the word "$850"? But, as I know, "Upwards" is an adverb. I have seen this sentence in the article below https://e.vnexpress.net/news/economy/nearly-half-of-job-seekers-want-a-monthly-salary-of-850-upwards-4564366.html
