Function of phrases and clauses

It's only a matter of time before the guards arrive.

The phrase 'of time' is a prepositional phrase that is acting as adjective phrase, modifying 'matter'.

The clause 'before the guards arrive' is acting as an adverb, but I can't figure out exactly what it is modifying.
