I'm not 100% sure of the function of the word 'based' within the following sentence:
Our camping trip will be based on the weather.
I can't see that it's simple past at all. Is this just a matter of a phrasal verb?

If (as I do) we take "based" to mean that the nature of the camping trip will be dependant on the weather, then I would take it not as a verb at all, but an adjective functioning as 'head' of the AdjP "based on the weather".

In my opinion, it's the head of the verb phrase "will be
