Function of a prepositional phrase

In this example "We kept staring [into a mirror]" what is the function of the prepositional phrase "into a mirror" ? Is it a complement of a verb or an adjunct? Can a PP function as both adjunct and complement of a verb at the same time?

It is an adverbial prepositional phrase telling where about "staring."
