Full stop or semi-colon

Hello. Can I use a full stop or a semicolon before 'And'? Which one is best? Also in my question, does the question mark go inside the question mark or outside of it? Thanks.

If it is sound, then the rest of the foundation will be sound. And if it is bad, then then rest of the foundation will be bad.
