Full stop inside or outside in BrE?

"Never in the field of human conflict was so much owed by so many to so few."
(If the whole sentence is a quote - and there is no speech tag to introduce the quote - the full stop goes inside as shown above, right?)

Churchill said: "Never in the field of human conflict was so much owed by so many to so few".
(But if the sentence starts with a speech tag, does the full stop belong to the quote and go inside, or does it belong to the entire sentence and go outside [as shown above]?)
