Frustration among white-hat SEOs

Hi. I was reading the "SEO: Beware of the dark side" article, and bumped into following paragraph, and could not understand its meaning. I dont have any problem with words like "white-hat SEO", because they are computer specific words.

"Frustration among white-hat SEOs about manipulative sites outranking
them is total," says Fishkin. "By the time Google catches up with one site,
there's a new one that outranks you."

It is talking about number of hits on a Google search, I presume. Some sites can manipulate their meta tags (or whatever) to garner the top numbers of hits and/or appear at the top of page one on a Google search. Google tries to catch them doing this and 'demote' them, but many are doing the same thing.
