Might be - there are a small handfull of 'standing' courtroom sets out there, for rent. It's cheaper and easier than either building one from scratch or closing down a real one, and as one courtroom looks rather like another...
There are also standing sets for jails and prisons, hospitals, morgues, even generic police stations. Most are elaborate sets built by big-budget movies but on privately owned stages, where the stage has negotiated the right to keep the set up and rent it out after the fact. Alcatraz, from the Clint Eastwood film of the same name, was built on the GMT stage in Culver City and was available as a rental for YEARS (might still be, for that matter). Worked there a couple of times; they also had a courtroom and a police station. Think of it as an interior backlot.

The abandoned Michigan Central Train Station in Detroit was used in Naqoyqatsi, and Michael Bay flicks The Island and Transformers.

The Producer's mansion in the Godfather was also Whitney's home in The Bodyguard (heard that one from a Lawrence Kasdan lecture).

And there's a street in Honolulu that they use every corner of with minor modifications for anything that takes place off island in Lost.

And a director's commmentary said that LA city hall is a popular location for a wide variety of shoots that don't involve city hall. (Thank You for Smoking?)
A location scout doesn't have to work any harder than they want to.

I keep hearing rumors that there's some kind of studio complex/backlot being planned for Michigan. Any truth to that?

A LOT of places show up time and time again. One of the odd things about living and working in this town is seeing (or rather, recognizing) the same places, over and over again.

Not surprising - Hawaaii's great fro shooting island stuff and terrible for shooting much of anything else.

Funny thing, they don't shoot the real city hall like they used to. It underwent an major renovation (like two years' worth) a while back, and so many TV shows used it as a primary that someone built a replica of the lobby as a standing set. So far as I know, it's still in use because there's no scheduling hassel (you used to have to shoot the real deal on Sundays, or after hours).

Not every prison looks like Alcatraz, but for a while, all of 'em on film did because the real deal's a pain (script approval) and they're expensive to build, and there was that standing set just sitting there waiting for you. Cadillac Jack's still works but a lot of people won't shoot there any more just because it's been seen in every-****-thing for years.

There was a Mexican puebla town built for The Three Amigos, on a movie ranch, that gets shot a lot - dramas, comedies, commercials, music videos, etc - but it's getting over-exposed so it's getting less work and it might end up being plowed under, to make room for the next thing. You've seen Air Hollywood (standing airport set) in a hundred things without knowing it. It redresses well, but even if it didn't it's probably going to be there for a long time, just because post 9/11 it's impossible to shoot in a real airport.

Okay, I thought Naqoyqatsi was a movie about people running around in the outdoors, but what could these folks do with Michigan Central which is basically a shell?
