Does frozen apple juice (or anything else) mean it's very cold juice but not necessarily solid or does it only mean apple juice that has been chilled to become ice cube apple juice? (i.e. solid)

The boxes of juice are in the frozen food section of the grocery store. The come in a round container, and are made from concentrate.

The temperature in the case is below 32 degrees Fahrenheit or 0 degrees Celsius.

It usually means that it is in the solid state, but what is frozen is concentrate, juice that has had most of the water evaporated out. The juice you buy as a ready-to-drink liquid at the store is usually made from that concentrate, whether the concentrate has ever been frozen or not, but they don't freeze whole juice. You can buy the concentrate in frozen containers and thaw and reconstitute it at home. You can also freeze the whole juice yourself, as you say, to make ice cubes and such out of it. But juice that is liquid and a little above freezing is not frozen juice, it is merely cold juice, chilled juice, juice on the rocks, etc.

Other foods might be called frozen if they have been frozen at any point in the supply chain even though they are not frozen when you see them, like fish. This is as opposed to fresh fish, which has never been frozen. You will even see "fresh-frozen" fish, which may sound like marketer's double-talk, and it is. The fish is flash-frozen right on the factory ship and kept frozen until it gets to your local store, where they thaw it and hope you won't notice, not that there is anything much wrong with it.
