fronting of helping verbs

Hello, everyone!.
While I was researching request sentences in English, I run into the follwing sentence.

Asked politely -- and even better with the word 'please' -- will all get the window opened. The question at hand is simply the degree of politeness, in my opinion.

The writer seemed to be a senior gentleman to me, when I considered the context of his whole writing. However, what made me confused is he is putting 'will' before the subject 'all' and the phrase 'in my opinion' at the end of the sentence.And I have got questions.

1. What did he intend to imply with this styles?

2. From his writing style, could I generalize we can put helping verbs before subjects, that is, at the start of sentences even in statement sentences?
A. Asked politely(,) will all get the window opened. :
B. Will all get the window opened, asked politely.(?)

From the above, I am guessing (A) could be possible. But is (B) possible as well?
