From vs considering

Which is correct? Can you make whining?

Considering/from all of my dogs whining he’s making, I’m guessing there is a female in heat near by.

Yes, you can make whining, but the sentence sounds weird, anyway. Maybe "From all the whining my dog is making …." "Considering" is wrong because it sets up a contrast that does not materialize.
