Can I say,

(a) They party will be held from 5 (o'clock)to 8 o'clock on 28 July 2009.

(b) They party will be held from 5 p.m. to 8 o'clock.

(c) They party will be held from 5 o'clock on 28 July 2009.

I would suggest these:

(a) The party will be held from 5 o'clock to 8 o'clock (p.m.) on July 28, 2009. (very formal)

(b) The party will be held from 5 to 8 p.m. (The person receiving this information presumably already knows the date of the party.)
