If I want to say that something is made in a certain year, can I say it like this:

a) it is a 2010 book
b) it is a book from 2010?

For example:
This wine is from 1997.
This is a 2011 movie.

Yes, but I would say that these are more common:

This [wine / movie] was made in ....

Of the two structures you presented, this is probably more usual:

This is a 1995 [wine / movie].
