Frequently vs. often

Hi,
Can "frequently" and "often" be used as synonyms?
Frequently, if you allow customer time to speak, he will . . . Frequently a customer's concern is one you have already heard from several other customers, but . . .
There's something that disturbs me about using "frequently" here, but I can't articulate what it is.

In this usage it's pretentious, what Fowler calls a stylish word.
