Freedom is never voluntarily/actively given by the oppressor

We know through painful experience that freedom is never voluntarily given by the oppressor.

Hi,
Is "voluntarily" in the above equal to "actively" or something else? Thanks.

Hi Angliholic No, I'd say "voluntarily" is closer in meaning to "willingly". The use of "actively" tends to eliminate the sense of "will" and also suggests that maybe "freedom is often or sometimes given passively" instead.
