Free Enquiry

Hello, I read this article by John Masefield "A University Stands and Shines". The very last sentence says "...the air by which we breathe, the Free Enquiry by which we hope to endure, and the Art by which we shall be remembered..." What does "the Free Enquiry" refer to here?
