Hi,

"And the franchising out of a hospital that Lansley is being vilified for." [From The Independent.]

Is the hospital a franchisor or franchisee in the phrase "the franchising out of a hospital"?

I would say that it is the franchisor, but it is hard to imagine. They're selling their brand of hospitalization?! EDIT: No, I have changed my mind: they must have let some larger corporation take over the hospital's operation: that's why he's being vilified.

EDIT: No, I have changed my mind: they must have let some larger corporation take over the hospital's operation: that's why he's being vilified. That makes more sense.

It can be read either way, I suppose. One has to know the story.
