Framing a better sentence

Hi

I have a sentence:

It is not God that had broken covenant with them, they have broken covenant with God.

I know there is a better way of framing this sentence.

Please help.

Thank you.

Note: Both pronouns "them" and "they" refer to "the people of Judah"
