Fragmented with concocted nomenclatures

The Review Committee came across several aberrations in the functioning of some of the institutions deemed to be universities. It found undesirable management architecture where families rather than professional academics controlled the functioning of institutions, the affidavit said.
Centre also revealed most of these 44 deemed universities were offering post-graduate and undergraduate courses that are "fragmented with concocted nomenclatures" and seats "disproportionately" increased beyond the actual intake capacity.

Could you please explain to me the meaning of emboldened parts?

Though I know 'fragmented" means "to make into pieces" and "concocted" means "an invented story". I have no idea about "nomenclatures", nor I can understand it from any dictionaries.

Hi, most of these 44 deemed universities were offering post-graduate and undergraduate courses that are " fragmented broken up or divided into small pieces unnecessarily with concocted invented in an arbitrary manner nomenclatures " a system of names and seats "disproportionately" increased beyond the actual intake capacity. The basic idea is that these courses were unnecessarily divided up into lots of small pieces with fancy names. Perhaps this was done to get more money from the students.
