Fragment?

Hi, I have a sentence here that I feel like it's a fragment. "Not that academic freedom has been a great deal easier to define, discuss, and defend for North American intellectuals." I think it should be something like "Not that................, but ............" I just feel the meaning is incomplete. Thanks.
