I suppose it means (literally) that he has made a four parts per billion return on his investment or assets. E.g. if he has investments or assets worth a billion pounds then he has earned four pounds. Presumably it is not meant exactly literally, but is meant to indicate "almost nothing".
For example, if he had 1 billion pence in the bank accounts, (equivalent to 40 million British pounds), his total interest on the account for the year was 4 pence.
