Four hours on, four hours off. Meaning

Hi teachers,

This is a sentence from a story:

Four policeman can watch his house and family, day and night - four hours on, and four hours off.

a) What is the meaning of 'four hours on, and four hours off'?

b) If I want to ask a question based on 'four hours on, and four hours off', which one should be?

And last one. Is it right the question according to the bold words in the answer?

c) When can the policeman watch his house and family?

They can watch it and his family day and night.
