Hi Grammatically, it looks OK to me It would be useful to have some context - or even a picture - that would illustrate what the writer means. I googled the sentence verbatim, but I can't find a reference on the web At the outset, futurism was quite closely linked to fascism, violence, the predominance of mechanised transport such as airplanes over cities, motor cars in cities and, in general, urban industrialisation So then I worry about what 'actual needs' means. It doesn't say whose needs or which kinds of needs are being addressed.
