forward

Hello, everyone.

I appreciate if you could help me with the meaning of forward in the following sentence:

The American frontier comprises the geography, history, folklore, and cultural expression of life in the forward wave of American westward expansion that began with English colonial settlements in the early 17th century and ended with the assimilation of the last mainland territories into states in the early 20th century.

1.Dictionary.com states a number of definitions for forward as an adjective. One of which is: directed toward a point in advance; moving ahead; onward. Is this what it means there?

2.What's also confusing to me here is how this is being a forward wave of a westward expansion. Is it a forward wave in its own perspective, and a westward expansion when observed by others?

Thank you.
