Just think of it as a fixed legal expression. The lawyers want to make sure that if there is any difference between 'for' and 'on behalf of', it doesn't matter - they have used both.

I've seen wills that stipulate that if one of the heirs dies before the testator, the others will "receive equal portions, share and share alike." Lawyers have to have some fun, I guess.
