His father owned vending machines, and Gary would accompany him to bars in rough neighborhoods as he poured coins into a nickel-counting machine in his car. Businessmen such Sam Gensler needed - and attracted - politicians. The former wanted to stop ever-rising taxes on cigarettes; the latter wanted loyalty and support.

1. Does "he" a pronoun for "his father"?

2. I cannot image the situation. "As" means two actions together. How are they both in the bars and in the car counting coins at the same time?

3. Who is "former", and who is "latter"?

Would this "he" now a pronoun for Gary then?

I still see it as the father.

To decide such things, you have to consider grammar but, most important of all, you have to think about the meaning the writer is trying to convey.

eg The policeman accidentally shot a two year old boy
