Grammar

Formed of / by = made up of

I would usually say that the "Britain is made up of three countries."

What equivalent structure could be used with Form?

a) Britain is formed by three countries.

b) Britain is formed of three countries.

Or not using Form to express this idea. Do they sound natural?

Thanks
