Formal spoken English

When having a formal speech do Americans use contractions and linking? Like, gonna, wanna, know all(knowall/know wall---linking the "w" and the "a") etc..?

And if they don't, when they say something like "I want to go to the park" do they say "to go to" faster than the other words, like "tgotehthe/tuhgotuhthe"?
