Formal or informal phrase

My friend said: " "Last but not least" is not a formal phrase, and should not be used in academic essays (i.g IELTS). Is it right?

Hello, shiropetto - and welcome to English Forums. I would call the phrase neutral rather than either formal or informal, but I agree that it would probably sound a little informal in an academic essay.
