Hello ... I am writing this letter to the University and I don't know if my letter is correct ...

Dear Sir or Madam,

I am writing to get more information about summer courses.

I would like to apply for two sessions , “xxx” and “xxx".

First , I want to know more specific details about academic reference , because I am unable to obtain a official transcript. What should it exactly include ?(my GPA up to know ore something else) Should it be from a specific person ?(for example head of department or dean of faculty )

I also have a problem regarding English language requirements. I got 99 on Toefl (you require 92 or above) , but my writing score is 22 whereas you need 24.I want to ask if it is acceptable or not. I will be happy to retake the exam if 22 is a problem.
